We are seeking a senior General Manager - Administration & Legal to lead legal, administration, government relations, and regulatory compliance for a large-scale manufacturing facility in Semarang. The role will oversee labour matters, import-export compliance, legal risks, and critical administrative functions supporting smooth factory operations.

Job Description

Key Responsibilities

  • Lead all legal, administration, and regulatory affairs for the Semarang manufacturing facility.
  • Manage relationships with local and national government authorities, including labour, manpower, customs, immigration, and other relevant agencies.
  • Ensure compliance with Indonesian labour and employment regulations, including employment agreements, industrial relations, workforce policies, and union matters.
  • Oversee legal and administrative requirements relating to import, export, customs, bonded facilities, and international shipments.
  • Provide legal guidance on commercial agreements, contracts, disputes, regulatory matters, and operational risks.
  • Act as the key escalation point for labour disputes, government matters, regulatory issues, and operational crises.
  • Oversee general administration functions supporting the factory, including security, transportation, canteen, IT, facilities, infrastructure, and other GA services.
  • Lead and develop the Administration, Legal, and related support teams.
  • Partner closely with factory leadership, HR, Finance, Operations, and regional/global stakeholders.
  • Proactively identify regulatory and operational risks and implement appropriate mitigation measures.
  • Ensure the factory maintains strong governance, documentation, licensing, and statutory compliance.
  • Support senior management on business-critical government, legal, and administrative matters.

The Successful Applicant

Key Requirements

  • 20+ years of experience in legal, administration, government relations, or compliance leadership, ideally within textile, apparel, or manufacturing environments.
  • Law degree with strong practical knowledge of Indonesian labour regulations, industrial relations, customs, import-export, and government processes.
  • Proven experience managing large-scale factory operations, ideally with significant workforce exposure.
  • Strong track record in dealing with government authorities and labour-related matters.
  • Comfortable handling complex or sensitive situations with strong crisis management, negotiation, and stakeholder management skills.
  • Strong English and Bahasa Indonesia communication skills.
  • High integrity, maturity, resilience, and ability to operate independently.
  • Willingness to be permanently based in Semarang plant.
  • Open for Indonesian or Indian Nationalities.
