Job Description

Key Responsibilities

  • Develop and execute the Group's national Government & Public Affairs strategy, aligned with business priorities and long-term corporate objectives.
  • Build and maintain trusted relationships with senior government stakeholders, policymakers, regulators and relevant institutions at national and sub-national levels.
  • Monitor and anticipate legislative, regulatory and policy developments that may affect the Group's operations, investments, market access and reputation.
  • Translate government and policy developments into clear strategic advice for senior management, including implications, scenarios, risks and recommended actions.
  • Lead the Group's policy advocacy and government engagement strategy, ensuring the company's interests and perspectives are appropriately represented in relevant policy discussions.
  • Develop sophisticated stakeholder maps and engagement strategies, identifying decision-makers, influencers, institutional dynamics and potential areas of alignment.
  • Advise senior leadership on government sensitivities, political dynamics and stakeholder positioning around strategic business issues.
  • Coordinate government affairs activities across business units and ensure a consistent Group-level position on priority policy and regulatory matters.
  • Work closely with Legal, Regulatory, Sustainability/ESG, Communications, Operations and business leadership to develop integrated responses to complex external issues.
  • Represent the Group in high-level external forums, industry associations and strategic government engagements where appropriate.
  • Build and lead a high-performing Government/Public Affairs function, including developing internal capability, governance and stakeholder intelligence.
  • Establish an effective early-warning system for emerging government, regulatory and policy risks affecting the Group.

The Successful Applicant

Key Requirements

  • 15+ years of relevant experience across Government Affairs, Public Policy, External Affairs, Regulatory Affairs, corporate affairs or related fields, with significant exposure to senior government stakeholders.
  • Demonstrated ability to operate at national policy level, with strong understanding of how government decisions are developed, influenced and implemented in Indonesia.
  • Strong and credible senior-level stakeholder network, with the judgement and maturity to navigate complex institutional and political environments.
  • Track record of managing high-stakes government or regulatory issues and translating external developments into practical business strategies.
  • Strong understanding of Indonesian government institutions, policymaking processes and the broader business-government ecosystem.
  • Commercially minded: able to understand the Group's business objectives, operational realities and risk appetite, rather than approaching Government Affairs purely from a policy or compliance perspective.
  • Excellent strategic communication and influencing skills, with the credibility to advise and challenge senior executives.
  • Experience working across multiple functions and business units in a large, complex organisation.
  • Strong discretion, political judgement and ability to manage sensitive information.
  • Experience in highly regulated industries, natural resources, infrastructure, energy, manufacturing, consumer or other complex operating environments would be highly relevant.
